Dubai Municipality activated its rainy-weather response plan on 22 October 2026, and the plan includes mosquito surveillance, traps and thermal fogging. A day later, the National Center of Meteorology (NCM) forecast possible rain in parts of the UAE over five days. Residents can report rainwater build-up and emergencies on 800900 or through the Municipality's WhatsApp service.
What is in Dubai Municipality's rain plan?
Gulf Today, citing the state news agency WAM, reported the plan on 22 October 2026. The National covered it the same day. According to those reports, the Municipality has:
- a response team of about 675 people working around the clock, including engineers, supervisors, drivers and field workers
- about 1,100 pieces of specialised equipment and machinery
- 10 temporary water collection lakes in strategic locations, to hold runoff and ease pressure on the main drainage network
- more than 70,000 drainage inlets cleaned across Dubai, with preventive maintenance on stormwater networks and treatment plants
- private contractors lined up to remove and transport water, plus coordination with developers and free zone authorities
The Municipality's Command and Control Centre is working with Dubai Police, the Roads and Transport Authority, Dubai Civil Defence and the Dubai Resilience Centre. That work falls under Dubai's Supreme Committee of Crisis and Disaster Management.
Eng. Adel Mohammed Al Marzouqi, chief executive of the Municipality's Waste and Sewerage Agency, said the aim is to protect people and property, keep services running and limit disruption, according to The National.
What will the Municipality do about mosquitoes?
Gulf Today's report says the plan includes insect surveillance in areas identified as likely mosquito breeding sites. The Municipality will use large numbers of mosquito traps, manual spraying devices, thermal fogging devices and sample-testing units. It will then follow up based on what the monitoring finds. The National's report focused on flooding and did not cover the mosquito measures.
This follows a pattern from earlier storms. In April 2026, after heavy rain in late March, The National reported that the Municipality breeds up to 20,000 larvae-eating fish a year and releases them into breeding hotspots. It also uses bacterial tablets and insect growth regulators against larvae.
What is the weather forecast?
On 23 October 2026, Voice of Emirates reported the NCM forecast for the next five days:
| Day | Possible rain (NCM forecast) |
|---|---|
| Friday 23 Oct | Afternoon clouds may bring rain to eastern and western areas |
| Saturday 24 Oct | Afternoon clouds may bring rain to eastern and western areas |
| Sunday 25 Oct | Clouds may bring rain to northern and eastern areas |
| Monday 26 Oct | Clouds may bring rain to northern and eastern areas |
| Tuesday 27 Oct | Clouds may bring rain to northern and eastern areas |
The forecast also mentions humid mornings with possible fog. Winds will be light to moderate, sometimes strong and raising dust, with gusts of about 50 km/h on some days. The report does not say how heavy any rain will be or name Dubai specifically, so check the latest NCM update before making plans.
What should residents do?
The Municipality asked property owners to keep rainwater drains on homes and buildings clean and working. In buildings with basements, it asked owners to check that non-return valves work so water cannot flow back in.
For mosquitoes, the main job is at home. Mosquito eggs can hatch within a day or two of being laid in still water, so empty or cover anything that collects rain in the days after a shower. That includes plant saucers, buckets, balcony corners and blocked drains. Our guide on mosquitoes after rain in Dubai has a full standing-water checklist and explains which number to call for what.
To report rainwater collecting or an emergency, contact the Dubai Municipality Contact Centre on 800900 or via its WhatsApp service. For mosquitoes in or around your home, Dubai Municipality's free public health pest control service also runs through 800900. Our guide to Dubai Municipality free pest control explains who qualifies.
